HRU is a graphics format of unknown origin.
It is supported by XnView (at least XnView Classic and NConvert). XnView classifies some or all HRU files as using "LZW" compression.
[edit] Identification
HRU files produced by XnView always seem to start with the same 28 bytes, beginning with ASCII "5KP51".
