hDC Icon Designer is an icon editor for Wndows 2.x and 3.x. Its .IL format is a subtype of Icon library format. It stores Windows icons, in an NE container.

An IL file is a valid New Executable file, labeled as being for Windows, and a DLL.

There is an apparent signature, ASCII "MIR", at offset 125 (immediately preceding the standard "NE" header).

As part of the executable DOS stub, a text message appears around offset 78. ASCII "hDC Icon Designer Library" appears at offset 80.
