URL encoding is a somewhat ambiguous term that refers to a family of techniques for constructing URLs. Data is escaped in various ways to make it compatible with the restrictions of the URL format. URL encoding always involves Percent-encoding, and is sometimes uses as a synonym for Percent-encoding.
