Flare was a programming language proposed in 2001 by the Singularity Institute for Artificial Intelligence as a language geared towards the development of artificial intelligence. It would have its programs and data represented as XML and possibly a non-text-based interface for creating and modifying the programs. Program self-modification was one of its intended features. Eliezer Yudkowsky, of LessWrong fame, was involved in it. This project doesn't seem to have reached any actual release.
