IPI is an obscure raster graphics format apparently associated with The Complete Image and The Complete Morph MS-DOS software by Paul D. Nettle. It is a simple uncompressed truecolor format, with a 4-byte header containing the dimensions in big-endian aka Motorola (not in little-endian aka Intel).
