JCL (Job Control Language) is a scripting language used on IBM mainframes to control the execution of batch jobs. It has two major varieties, the one for the lineage including z/VSE and the one for the lineage including z/OS, which both descend from different systems within the 360 family. The VSAM filesystem is accessed using this language.
