HEL is a simple animation format, used on FM Towns computers. Most or all of the information about it is in Japanese.
It might be associated with the software named へらへらアニメ (sometimes translated as "Herahera Anime"), but it's not clear.

Format details
Files have a 12-byte header, followed by a sequence of frames, 2400 bytes each. A frame is stored as the differences from the previous frame. The animation is 160x120 pixels, bi-level.
Identification
Known files start with hex bytes 68 65 31 00 01 00 00 00
, which starts with ASCII "he1
".
