TXT2EXE.COM is a utility that converts a text file to a DOS EXE file that, when executed, displays the text in a pager. It was developed by John De Palma.
It seems likely that there were just two versions: 1.1 and 2.2.
Note that the file named "TXT2EXE.COM" is an EXE file, not a COM file.
