Magic Desk icon is an icon format associated with Magic Desk, a graphical menu system for DOS developed by Virtual Magic Software.
Magic Desk is spelled "MagicDesk" in some third-party descriptions.
Magic Desk is the successor of ToyBox -- see ToyBox icon. Unfortunately, while the ToyBox and Magic Desk icon formats are often indistinguishable, they use different color palettes, and must be interpreted differently.
[edit] Identification

The byte at offset 2 is observed to be either 0x03
or 0xff

Note that this does not necessarily distinguish the format from ToyBox icon.
