C7encode

c7encode is a Unix-centric binary-to-text encoding utility and format. The companion decoder utility is c7decode.

Quoting from Cnews's NEWSBATCH(8) man page:

C7encode encodes 8-bit data from standard input into a 7-bit
form optimized for transmission by uucp ‘f’ protocol.  The
encoding is complex and bizarre.
