Image Librarian is an image file cataloguing utility for Windows 3.x, developed by Richard L.F. van Paasen. Its native .ril library format contains information about a set of raster image files: thumbnail images, file locations, and other metadata.

RIL files start with ASCII "RIL", followed by what is presumably a format version number, e.g. "1.0" or "1.5".
