PIC is a raster graphics that was used mainly in Japan. It was apparently developed by the same "Yanagisawa" person who developed Pi and PIC2.

Wikipedia:Comparison of graphics file formats says it was developed by Yanagisawa, but lacks a citation.
Some file format lists include a format named Japan PIC or Japan Picture, with file extension .JPC. We don't know if that is the same format as this one.
