WinHelp annotation files (.ann) are annotations to HLP (WinHelp) files. Wikipedia's article on WinHelp mentions its format as "plain text?", with the question mark indicating that nobody seems to really be sure. If somebody can find examples "out in the wild", maybe this can be settled.
