A SimSynth Preset is used to save settings for SimSynth, a software synthesizer written by David Billen. It is loadable by FL Studio (FruityLoops). While these files allegedly have a .syn extension, one site giving a download of 26 "SimSynth presets" actually has .fst files, the extension for an FL Studio State File, so perhaps presets of this sort are also saved in that format.
Forum discussions seem to generally suggest converting these to WAV files for wider utility.
