See Squeeze for a better known format with that name.

SQUEEZE is a single-file compression utility for Windows 3.x. It was developed by AJP Systems / A. J. Piddock. Compressed files have the last character of their filename replaced with an underscore ("_"), similar to MS-DOS installation compression.

No details are known about the compressed file format it uses. It's not readily identifiable as any standard format. The files have no obvious signature, though the software must somehow be able to identify its compressed files as such.
