See Com2txt for a better-known utility with that name.

COM2TXT by Dandler Productions is a DOS utility that converts a COM file to one whose bytes are mostly printable ASCII, and which has the same functionality.

[edit] Discussion

Caution: We have no reason to think that COM2TXT is itself malware, but its terms of use say that it "can be used by viruswriters - crackers - hackers - virustraders only." So, any files made by it should be treated with suspicion.

[edit] Identification

For one thing, in a generated file, ASCII "DA=ND=LE=R!" appears at offset 20.
